Thomas graduated as a computer engineer from Nanyang Technological University (NTU) and holds an MBA from National University of Singapore (NUS). He began his career with the Maritime and Port Authority of Singapore (MPA) as a Systems Analyst and has since taken up various roles. 

He is MPA’s Chief Technology Officer, responsible for developing Singapore as a leading maritime technology hub. The division administers the Maritime Innovation and Technology (MINT) Fund and develops programmes such as PIER71 & Smart Port Challenge for start-ups, Living Labs, Additive Manufacturing, Electronic Bills of Lading, and Digital Bunkering.

He works with the Singapore Maritime Institute (SMI) to grow maritime R&D capabilities and industry-academia partnerships and has supported the setting up of 4 Maritime Centres of Excellence in NUS, NTU and SP as well as the development of Maritime R&D Roadmap 2030.

He is also part of the planning and execution team for Sea Transport Industry Transformation Map (ITM), Next Generation Port 2030, and Supply Chain Digitalisation Committee under the Alliance for Action.
